The New Mexico VA Health Care System is seeking a Chief Nurse IV, Specialty Care Clinics & Emergency Department! This position executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or disciple lines, influence organizational mission and health care, and responsibility for outcomes. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Strong skill in communication and collaboration. Wide range/variety of nursing expertise. 2-3 years emergency nursing and/or medicine specialty area nursing. 2-3 years management experience Knowledge of the National Patient Safety Goals as stated by Joint Commission Experience with quality safety (QS), quality management (QM), and quality assurance (QA) pertinent to nurse sensitive indicators and nurse competencies Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The Chief Nurse provides comprehensive, high quality and cost effective clinical and executive leadership and oversight for nursing practice and operations of the assigned nursing units/programs including, but not limited to Medicine Specialty Outpatient areas (Cardiology, Cardiology Cath Lab, Cardiology Heart Station, Dialysis, Gastroenterology Studies, Infusion Clinic, Pulmonary PFT/Sleep Lab, and Sub-Specialty Clinics), and The Emergency Department. The incumbent is a dynamic and experienced nurse leader who reports directly to the Deputy Associate Director-Patient Care Service (DADPCS) and represents the ADPCS/Nursing Services on service and system committees/task forces for administrative and clinical issues. Incumbent assesses, plans, and evaluates patient care programs and has direct supervision of the Medicine Specialty and Emergency Department Managers. The Nurse IV is responsible for administrative functions of their assigned nursing units/programs. Functions as an administrator, educator, and consultant utilizing management theory in collaborations with Patient Care Service and other services. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Responsible for assessing and recommending the allocation of human and material resources, in determining staffing levels using NHPPD or other staffing models, managing overtime, optimal utilization and effective patient care through the continuum. In collaboration with the Chief of Medicine Service; Chiefs of Medicine Specialty Areas, Chief of Emergency Department, Associate Director of Patient Care/Nursing Services, and other Service Chiefs as needed, to develop goals and objectives for medicine specialty and emergency department services that support the strategic plan, meets the needs of the veteran patients, satisfy staff, and result in positive clinical and administrative outcomes. Reviews SAIL, other Performance Measures, and other data for trends and early intervention; formulates follow-up plans as needed with Nurse Managers, Section Chiefs and Service Chiefs, and Executive Leadership. The Chief Nurse contributes ideas and recommendations for the establishment and overall functioning of the administrative and clinical programs, collaborates with other healthcare staff to establish and maintain programs that cross service and/or discipline and influence the organizational mission and health care. The incumbent adheres to established policies, standards of care and standards of practice and demonstrates administrative and clinical leadership when providing, planning or redesigning nursing role or programs to improve delivery of nursing care to Veterans. The Chief Nurse, Specialty Care Services works collaboratively across the Healthcare continuum to ensure optimal patient care. The population of male and female Veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. The Raymond G. Murphy NMVAHCS is an interdisciplinary teaching facility providing care for a large Veteran population with multiple medical and/or mental health co-morbidities.
